This was certainly true in my town.   I had many African American friends.  And would spend time in their neighborhood as well.   It was clear that almost ANY adult could spank any of them.   I saw it a few times.  I was even a bit unsure about my own rear end although that never happened.   But, even when it did happen to my friends, it did not seem a big deal to them that someone other than their parent had beaten their butt.   This attitude was also an issue at school and a known danger zone once we got a bit older.  The African American teachers were often the quickest ones to paddle and frequently the ones who made sure you did not come back for a second dose.  It seemed to be a case of “giving what they got” so to speak.   And on the few occasions when girls ended up holding their ankles, it was very often an African American adult delivering the swats.
